THEME IMPOSTER - Theme A cannot be updated using copy and paste (4 Comments)

Description of the issue

I can update a theme using theme import, but I cannot update a theme using copy + paste. This is counter-intuitive. And denies the user of a quick and popular method of transfer.

Steps to reproduce the problem

1. Create Theme "A" in File 1
2. Create File 2
3. Import Theme "A" into File 2
4. Import Theme "A" into File 2 again // option to update :-)
5. Copy Theme "A" out of File 1
6. Paste into Themes in File 2 // no option to update :-(

Expected result

I expect copy and pasting of themes to function EXACTLY as the import theme command functions. (In the same way that import and copy/paste perform identical operations for Custom Functions)
I expect to be asked if I want to update Theme A.
I do NOT expect Theme "A 2" to be created without asking.

Actual result

Copy and paste does not work the same as import themes.
I am not asked if i wish to update Theme A
Theme "A 2" is (inexplicably) created without asking.
