Description of the issue

A privilege set which has "Value Lists: View only" is able to modify the value list when custom values are used and "allow editing" is selected on the field object that has the value list applied to it.

Steps to reproduce the problem

create a custom value list
apply it to a field and select "edit values" checkbox
create a user which security settings on value list equal to view only
log in as restricted user
go to field, select "edit..." from the value list
make changes

Expected result

The user should not be allowed to edit the values in the list.

Actual result

The user may make any changes they like.

Workaround

do not use custom values. However, this is not always a good option.
