FileMaker cannot share files because another user is already sharing files using FileMaker Pro on...

Description of the issue

Every time we open up a local FileMaker file on our own hard drive, we always get the error dialog box that you see in the screenshot below. It says "FileMaker cannot share files because another user is already sharing files using FileMaker Pro on this computer." But this is not true. There are NO other instances of FileMaker Pro running on the computer, there is no FileMaker Server running on this machine, the firewall is turned off in System Preferences, and there is nothing even remotely related to FileMaker showing up in the Activity Monitor. How can we get FileMaker to stop displaying this error message, so we can do some peer-to-peer FileMaker sharing for some testing? When we go into "File > Sharing > Share with FileMaker Clients…", we can turn Network Sharing Off, but when we try to turn it On, it gives us the error message again… although ironically, the radio button will stay on "On" even though it gives us the error message.
