Unexpected layout part resizing issue

Description of the issue

Layout part directly below the header behaves differently to resizing based on the method used to resize.

Steps to reproduce the problem

Open a form layout in layout mode with a header and either a body or sub sum part below it.

Mouse click and drag the border between the header and lower part to resize the header. The lower part height remains unchanged.

Select the header part and change the height value in inspector. The lower part changes height.

Expected result

Resizing the header should not change a lower part height

Actual result

lower part height changes.
