Can't Arrange Objects when Selection includes a Locked Object

Description of the issue

In Layout Mode, aligning objects fails after selecting locked and unlocked objects.

Steps to reproduce the problem

• Select an unlocked object, then select a locked object, by shift-clicking on the locked object.
• Be sure the locked object is actually selected (its blue indicator outline appears much fainter than other objects).
(This occurs only when selecting in this order. Selecting the locked object first does not produce this problem).

Expected result

All applicable Arrange & Align (Arrange menu) commands are available to perform on the selected objects.

Actual result

The Align, Resize and Group commands become unavailable.

• Select objects in reverse order: Locked object first.
