WebDirect is Turned Off

Description of the issue

Although WebDirect is turned on and is shown as on in the admin console, Whenever I try to use it, I receive "Custom Web Publishing Technology disabled; WebDirect is turned OFF."

I am running a vm with 2.8 gig AMD Opteron 6320 dual core
8 gig ram
64 bit OS
