Fields shift in Print or PDF

Description of the issue

A print page with text background implemented through 10 pages has fields added on top at precise areas to fill in the blanks. When I preview it, it looks fine. But when it's Printed or saved as a PDF it shifts all the field down a couple spaces while the text stays put, (except for the first page for some reason). Making my fields not line up after the first page, I have all my fields and text background positioned to top/left. None of them have been set to slide.

I have tried every form of Positioning including free floating. I have tried separated text for each page, and to have it through the whole body. Cant be the printer since it also saves it shifted on PDF.

Steps to reproduce the problem

Create a blank layout with text on multiple pages, have fields on top of text to fill in blanks. print at least 2 pages, second one and after will all shift the fields down while the text stays put. No other Part needs to be added, just the Body.

Expected result

text and fields are aligned and looks professional.

Actual result

Fields dont align with text, making it look like a monkey made the print.

Workaround

Make Merge fields inside the text, making it one unit. (Issue is merge fields shrink to size of field contents, which is what i dont want). Adjust fields according to shift(makes preview look scrambled which doesnt please a customer)
