Description of the issue

I have discovered that if you do not set up the server deployment set up for web publishing, you cannot upload a database.

Steps to reproduce the problem

I have a OSX 10.9 server running a website on the same server and I chose not to enable web publishing. By doing so, when I try to connect to FM server 13 to upload a database, I can an error that it cannot connect. When I turn off OSX web server via server, restart, change the FM server setup, then and only then can I upload. If I reverse everything, I get the same issue...cannot connect.

Can upload a file to fm server
