Description of the issue

When the dimensions of a layout is smaller than the active window, an object even placed outside layout's width boundary can affect the size of the layout.

Steps to reproduce the problem

STEP 1
Configure a small layout in form view, with only a body part and some objects that are all Left and Top anchored.
STEP 2
Add one object outside the layout's width boundary (on the right). Add all anchors on this object.
STEP 3
In Browse Mode adjust the windows size until it is greater than your layout's dimensions.

Expected result

The layout and its content should not be resized.

Actual result

The layout and its content are resized.
