Description of the issue

Portals do not scroll at all on TOUCH screen devices running windows 8. (I tried it on Azus, Dell and Surface)

Steps to reproduce the problem

1. Have a portal with enough records to activate the scrolling bar.
2. Swipe your finger up or down in the portal (the way you would normally do on FileMaker go on an iPad)

Expected result

Normal scrolling.

Actual result

The portal won't scroll, instead the entire FileMaker window will try to move.

Exact text of any error message(s) that appear

No error message.
