Filemaker Server can not remove databases

Description of the issue

When you try to remove a database, nothing happens. You get an email with this warning however, which also appears in the log:

Error 673 [servername] Database "[databasename]" could not be removed from "filewin:/C:/Program Files/FileMaker/FileMaker Server/Data/Databases/". (20405)

Steps to reproduce the problem

Try to remove database in Admin console

Expected result

Database would be removed and stored in the removed folder. If there was an error, it would be reported in the console rather than doing nothing. The error should also explain WHY it failed.

Actual result

As described, nothing happens, internal error is generated

Exact text of any error message(s) that appear

As listed, nothing in console, but log and email show:
Error 673 [servername] Database "[databasename]" could not be removed from "filewin:/C:/Program Files/FileMaker/FileMaker Server/Data/Databases/". (20405)

Workaround

Manually move the database to the removed folder.
