Description of the issue

If you're using the placeholder text and attempt to do conditional formatting using IsEmpty to fill the field with a color doesn't work. As soon as the placeholder is removed, the conditional formatting works.
If you're using placeholders, I would think IsEmpty would need to work as it always has.

Conditional formatting should work

Actual result

Conditional formatting doesn't work when using placeholder text.
