Description of the issue

Conditional formatting is ignored when placeholder text is entered.

Steps to reproduce the problem

Set conditional formatting to change the fill color of a field if the field is empty.

The field fill color will change while the field is empty, however if you change the Placeholder Text, all conditional formatting is ignored.
