FMP 12 Advanced send mail and Outlook 2013 have a security issue

Description of the issue

I have a script to send mail to a list of email addresses. I get an error message from Outlook that indicates that a third party is trying to send mail and asks if I approve. I can click on the "allow" option and the mail is sent. Unfortunately, that means I have to click allow 500-900+ times. I have spoken with Microsoft support multiple times (and am now dealing with their engineering team) and looked on their support forums to no avail. They are saying it is a compatibility problem with FMP. I use Norton 360 as my protection software and it is up to date.

Steps to reproduce the problem

Created a script that goes to a specific layout, finds specific email addresses based on my criteria, then sends the mail via my email client (Outlook is client based, not exchange based. I have it sending with no dialogue. I am attaching a jpeg image of the error message.

Note: if I use the SMTP option instead of the email client, I do not have any issues. This is not a long term option because I need to track the sent mail in Outlook.

Expected result

Email gets sent with no issues.

Actual result

I get an error message from Microsoft Outlook that says "A program is trying to send an e-mail message on your behalf....". I have to click on the "allow" option in order for a single email to be sent. I have to click "allow" for each email address.

Configuration information

Within Outlook 2013, Under File/Options/Trust Center/Trust Center Settings/Programmatic Access I have changed the setting from "Warn me about suspicious activity when my antivirus software is inactive or out of date" to "Never warn me about suspicious activity (not recommended).

Note: I have made these changes under the control of the Microsoft tier 2 support team. It make absolutely no difference what the setting is. . . .still get the same error.

Workaround

I can use the SMTP mail option but that is not optimal.
