FileMaker Server 13 - Web Server Not Starting

Description of the issue

I have disabled WebDirect but have PHP and XML Web Publishing both enabled. When I start FileMaker Server 13 I get a green tick next to "FileMaker Server 13" at the top and a green tick next to "Web Publishing Engine" but the "Web Server" has a grey circle/no green tick.

I don't want to use Webdirect on this Mac but do want to use PHP/Custom Web Publishing. How do I start the Web Server is FileMaker Server won't start it for me?

Stopping/Starting the Web Publshing Engine doesn't appear to start the Web Server. This is a single machine deployment.

Steps to reproduce the problem

1. Deploy FileMaker Server 13.0.1
2. Disable Web Direct but enable PHP
3. Start the Web Publishing Engine

Expected result

Web Server starts and has green tick next to it in the Admin Console

Actual result

Web Server doesn't start and has grey circle next to it in the Admin Console
