PDF as element of layout has bad quality when printed

Description of the issue

When I insert a PDF-document in a layout (insert/picture) as background, and place data fields over it, it is printed in pretty good quality under MacOs, but in pretty bad quality under Windows 7

Workaround

1. place pdf in a container field (picture). Printing quality is better, but again far away from the original pdf. Container field (interactive) can not be used as background
2. avoid Windows
