Description of the issue

AI_NONEWDATABASES=1 in assisted install doesn't prevent the creation of new databases.

Steps to reproduce the problem

Include AI_NONEWDATABASES=1 in assisted install, and run the installer. The new database menu item is still available.

Expected result

Either menu item shouldn't be there, or it should be grayed out.
