Stuttering, Jittery Scrolling of WebDirect Pages

Description of the issue

WebDirect served pages have terribly jittery, stuttering scrolling of pages served by FMS 13.0.1 in web browsers. Applies to even the simples web form with no portals.

Steps to reproduce the problem

Expected result

smooth scrolling or even delayed scrolling would be tolerable, but not jerky, stuttering scrolling.

Actual result

stuttering, jittery scrolling
