FMS 13.0v2 - WebDirect Portal Scroll get Reset during incremental portal updating

Description of the issue

A portal is displayed on a window with WebDirect run from FileMaker Server 13.0v2. The portal has more lines than can be displayed on the window and has a scroll bar. Dragging the scroll handle or clicking to scroll the portal causes the window to refresh but after the refresh sometimes the scroll handle is back up to the top. This behavior did not occur with FM Server 13.0v1

This behavior was observed on both Safari 6.1.3 on Mac OS X 10.8.5 and Internet Explorer 11 on Windows 7.

Steps to reproduce the problem

Create a scrollable portal with more lines than can be displayed and scroll it with WebDirect.

Expected result

The scroll bar should stay scrolled to the correct position in the scroll area.

Actual result

Sometimes the scroll handle jumps back to the top.

Workaround

None known other than reverting to FM Server 13.0v1
