Description of the issue

Hover effect doesn't work on textfield when Placeholder text is used

Steps to reproduce the problem

Place a Field control on a layout… set a hover effect on it… and try…
Now add some text to the placeholder text… and try…
The hover effect is no longer shown

Expected result

The initial hover effect should still work
