Error message: "Your access privileges do not allow you to perform this action" on every action (2 Comments)

Description of the issue

Error message arises when clicking on layout to which limited privilege user has full access. After clicking OK, the user can continue.
Seems meaningless and very off-putting. Would like to know how to avoid this.

Steps to reproduce the problem

Click to select layout

Expected result

Full access to layouts in question (all layouts with no access have been hidden)

Actual result

Error message, which can be dismissed by clicking OK.
