FMS 13 won't install on Windows Server 2008 R2. Complains that ARR cannot be found. (4 Comments)

Description of the issue

When installing, the installer stalls when trying to install IIS Application Request Routing.
Says FileMaker Server is unable to download and to install it manually as an option.

ARR was installed manually, but FMS installer still complains!

FileMaker says installing ARR 2.5. But the current version (and the installed version) is 3.0.
Can this have effect?

Steps to reproduce the problem

1. Start FMS 13 installer on Windows 2008 Server.

Expected result

FileMaker Server 13 is installed.

Actual result

Installation terminated

The machine in question seems to be configured in a way that makes it difficult to download software.

Install FMS 12
