IWP on multi-homed mac defaults to wired network without giving choice

Description of the issue

If you want to IWP on a multi-homed network, it insists on choosing the wired one instead of permitting you to choose which network(s) IWP is available on (such as 802.11 wifi). You can't even fool it by turning off the wired network, starting IWP and then turning wired ethernet back on. IWP changes networks as soon as wired ethernet becomes available.

Steps to reproduce the problem

Set up two networks, wifi and wired ethernet using different IP networks. Turn on IWP. Try to get it to show up on the wifi network.

Expected result

I would expect that IWP would either have some way to designate the network it works on or that it would stick to the network it starts on

Actual result

IWP aggressively prefers wired internet
